Kazakhstan has suspended the work of three airlines that have violated a prohibition on the transport of weapons

The operation of three Kazakhstan airlines has been suspended due to the violation of the UN ban on the transport of weapons to Libya. MIID of RK has commented extensively on situation, as reported by NUR.KZ with reference to the MIID official website.

According to the ministry, in February 2020, the UN Security Council provided letters on violation of sanctions regarding the embargo on the supply of weapons to Libya by aircrafts with Kazakhstan registration. Law enforcement agencies and the MIID of Kazakhstan have figure out that the prohibition was violated by three airlines with Kazakhstan registration - Azee Air LLP, Sigma Airlines LLP, Jenis Air LLP.

The owners are foreign companies which have been registered in the United Arab Emirates and the British Virgin Islands (AGANYA LTD (UAE), Infinitive Seal Inc. LTD (British Virgin Islands) and SPACE CARGO INC." (UAE).

Aircrafts were operated in the Middle East region on behalf of foreign clients. The main base is located at the United Arab Emirates. Flights to a country under UN Security Council sanctions were carried out from the territory of third countries," the ministry declared.

Following international practice, the cargo which created abroad is not controlled by the public operator, i.e. by the Kazakh side, but is monitored by the state bodies of foreign states from where flights are being implemented. Based on the inspection results to review of compliance in accordance with law of the Republic of Kazakhstan, ICAO standards and recommended practices, the Aviation Administration of Kazakhstan has suspended the certificate of these 3 operators, including the certificate of Sigma Airlines LLP.

On June 5, the Ministry of Foreign Affairs of Kazakhstan provided the UN Security Council Committee report regarding the ban on the transport of weapons to Libya. Reportedly, UN experts expressed gratitude to Kazakh authorities and the Aviation Administration for their cooperation and transparency in the investigation.

In order to prevent unscrupulous actions of foreign airlines engaged in the illegal supply of weapons and couldn't have denigrate Kazakhstan in the future, authorities have been developed additional conditions for registration of aircrafts intended for the cargo and their subsequent control. Corresponding changes have amended to the draft law “On amendments to the law of the Republic of Kazakhstan “On the use of the airspace of the Republic of Kazakhstan and aviation.” Expectedly, standards would be established by the end of this year.
