Meeting of the ICAO and EUROCONTROL

From 14 to 16 April 2026, the representatives of “Kazaeronavigatsia” RSE took part in a joint meeting of the ICAO (PBNC TF/14) and EUROCONTROL (NSG/41) Task Fors, held at the ICAO North Atlantic Bureau office in Paris.

The meeting addressed key issues related to the development of performance-based navigation (PBN), including the implementation of PBN IR requirements, the level of aircraft equipment, the development of ground infrastructure, and the introduction of digital monitoring tools. Particular attention was paid to the robustness of GNSS satellite navigation signals, including jamming/spoofing countermeasures, as well as the transition to ground-based navigation aids—DME, ILS, and the use of the SBAS satellite-based augmentation system. ICAO and EUROCONTROL initiatives, including the Green CNS program and the CNS Evolution Plan 2026–2031, were also discussed.

The Kazakhstan delegation presented a state report on the progress of PBN implementation in the Republic of Kazakhstan. Mr. Asset Akhmetbayev, the representative of “Kazaeronavigatsia” RSE, delivered the report, outlining the current progress of PBN procedures at the following aerodromes in the Republic of Kazakhstan: Satpay, Arkalyk, Katon-Karagay, Kenderli, and Pavlodar, as well as plans for further development in line with international standards.

Participation in the meeting allowed our specialists to study best international practices, update approaches to ensuring the sustainability of navigation systems, and identify priority areas for modernizing the air navigation system of the Republic of Kazakhstan.
