The draft of the new Constitution establishes precisely such a legal basis.
It establishes the priority of human rights and technological sovereignty. These provisions create a foundation for regulatory certainty. Strengthening the accountability of state institutions improves the quality of laws and reduces the risk of sudden changes in regulation. A balanced power system makes government policy consistent, which is critically important for a strategic industry such as ours.
However, the development of a state does not depend only on legal norms. At its core is always the working person.
In our industry, this primarily concerns air traffic controllers, engineers, meteorologists, and specialists who ensure the safety of millions of passengers every day. It is their qualifications, responsibility, and professionalism that create real stability for the country.
The scale of our tasks requires planning decades ahead, and the new Constitution gives us the necessary confidence in protecting of invested efforts. A strong air navigation system shapes the country's transit potential, and sustainable potential is the foundation of a strong economy and a strong Kazakhstan.
