ICAO APPROVED THE STRATEGIC PLAN FOR THE DEVELOPMENT OF INTERNATIONAL AVIATION THROUGH 2050

The International Civil Aviation Organization (ICAO) has presented its Strategic Plan for 2026–2050, outlining the long-term priorities for the development of global aviation. According to ICAO forecasts, air passenger traffic is expected to reach 12.4 billion passengers by 2050. The Plan aims to build a safer, more secure, economically viable, and environmentally responsible aviation system.
The document is based on the concept of establishing a safe, secure, and sustainable international civil aviation system that connects the world for the benefit of all countries and peoples.
The Strategic Plan sets out three key ambitions: achieving net-zero carbon emissions from international aviation by 2050, integrating aviation into an accessible and inclusive global transportation system, and reaching zero fatalities in international aviation resulting from accidents and acts of unlawful interference.
Among the strategic objectives are ensuring the safety and security of every flight, achieving carbon-neutral aviation, advancing seamless and accessible air mobility, supporting States to prevent them from falling behind, modernizing international air law, and promoting the economic development of air transport.
To implement the Strategic Plan, ICAO has identified high-priority enablers, including strengthening its organizational structure, fostering innovation, promoting gender equality and attracting new talent to the aviation sector, as well as developing partnerships, mobilizing resources, and ensuring financial sustainability.
