PBN is being implemented in the Republic of Kazakhstan: a step towards air navigation modernization and integration into the global aviation community

The Performance-Based Navigation (PBN) system is being implemented step-by-step in the Republic of Kazakhstan that is designed to radically change the quality of air transportation in the country. The project is being implemented by “Kazaeronavigatsia” RSE in accordance with the recommendations of the International Civil Aviation Organization (ICAO), and in close cooperation with the Civil Aviation Committee and the Ministry of Transport of the Republic of Kazakhstan, the “Aviation Administration of Kazakhstan” JSC, airlines and international partners.

PBN is based on the use of contemporary satellite technologies and accurate navigation standards. This allows for more direct routes, which reduces flight time, lowers fuel consumption and, as a result, reduces CO² emissions. All of these are steps towards sustainable development of the aviation industry in the Republic of Kazakhstan.

The system is of particular importance for airports located in difficult meteorological and geographical conditions, such as Almaty, Ust-Kamenogorsk, etc. New navigation capabilities allow for safe and efficient landing even in hard-to-reach regions.

The modernized air traffic structure not only makes flights safer, but also increases airspace capacity. This is achieved without additional workload for air traffic controllers and ground infrastructure.

“PBN implementation is an important stage in the digital transformation of the air navigation industry in the Republic of Kazakhstan. This will not only improve the level of safety, but also ensure compliance with the most contemporary international requirements,” noted Mr. Nurzhan Akhmetov, the Director General of “Kazaeronavigatsia” RSE.

To date, PBN procedures have been implemented in the terminal airspace of the aerodromes of Astana, Almaty, Aktau, Atyrau, Ust-Kamenogorsk and Usharal. In 2025, it is planned to expand the system to the airports of Balkhash, Zhezkazgan, Kyzylorda, Urzhar and Shymkent. By 2030, the coverage will be expanded to another 12 aerodromes in the country.

In terminal airspace and at aerodromes where PBN procedures have already been implemented, a combined model is implemented that combines the advantages of performance-based navigation (PBN) and traditional navigation. This approach ensures maximum safety and efficiency, taking into account the characteristics of the national airspace and the existing aircraft fleet.
