On August 26, 2024 the Permanent Mission of Kazakhstan to ICAO was opened in Montreal (Canada) with the participation of the Minister of Transport of Kazakhstan MR. Marat Karabayev, the President of the ICAO Council, the Secretary General of ICAO and the heads of aviation authorities of ICAO member states. Thus, Kazakhstan became the first country in Central Asia with a Permanent Mission to ICAO.

ICAO is a specialized agency of the United Nations, with 193 member countries. The organization sets international standards for civil aviation and coordinates its development in order to improve safety and efficiency.

The representation of Kazakhstan to  ICAO will strengthen cooperation with the organization in order to further develop the civil aviation industry and maintain an appropriate level of flight safety at the proper level.

From August 25 to 28, 2024, the Minister of Transport Mr. Marat Karabayev will participate in the 14th Air Navigation Conference (AN-Conf/14) of ICAO in Montreal.

The conference provided an opportunity for detailed technical discussions that will lead to the agreement of a set of high-level recommendations in the field of air navigation and flight safety for all 193 ICAO member countries.

Within the framework of the ICAO Conference, Minister of Transport Mr. Marat Karabayev met with ICAO Council President Salvatore Sciacchitano and ICAO Secretary General Juan Carlos Salazar.

During the meeting, the ICAO leadership highly appreciated Kazakhstan’s decision to open a representative office in the organization and expressed hope for Kazakhstan’s further active participation in improving the level of safety and aviation security.

Following the meeting with the ICAO leadership, a Management Services Agreement was signed. The purpose of the agreement is to use ICAO’s experience and resources to support Kazakhstan and aviation organizations in achieving their goals, improving operational performance and complying with international aviation standards.

The signing of the Agreement will enable ICAO to prepare specific project proposals that meet the needs of Kazakhstan, including civil aviation master planning and airport planning.
