Air carriers of Kazakhstan and Armenia received the right to operate mutual flights without restrictions

The road carriers of the Republic of Kazakhstan received an exemption from paying road and environmental taxes on the territory of Armenia.

As part of the official visit of the President of Republic of Kazakhstan to Armenia, in order to develop transport cooperation between the two countries, a Minutes of Amendments and Additions to the Intergovernmental Agreement on International Road Transport of November 6, 2006 and a Memorandum of Understanding between the Aviation Authorities of the Republic of Kazakhstan and the Republic of Armenia were signed.

In accordance with the signed Memorandum, air carriers of the two countries received the right to operate flights to authorized points on the territory of Armenia and Kazakhstan (Astana, Almaty, Shymkent, Aktau, Karaganda, Ust-Kamenogorsk, Pavlodar, Kokshetau, Taraz, Petropavlovsk, Semey, Turkestan, Aktobe) with using the 3rd, 4th and 5th degrees of “Freedom of Air” without restrictions on the number of frequencies, capacity and types of aircraft.

In addition, the side from Kazakhstan granted permission to “Armenian Airlines” LLC to operate regular flights on the Yerevan-Ashgabat-Astana route with commercial rights until the end of 2027.

A Package of Amendments to the Intergovernmental Agreement provides for the creation of a permitting system for the road transportation of goods to/from third countries, as well as the exemption of Kazakhstan carriers from road and environmental payments in bilateral and transit cargo transportation (on the territory of the Republic of Armenia, about $100 of environmental tax is charged from each vehicle).

For reference: in 2023, import-export transportation by road between Kazakhstan and Armenia amounted to 6,936 tons, which is 21% more than in 2022 (5,748 tons). The main goods transported are prepared food products, ferrous and non-ferrous metals, machinery, mechanisms and equipment.
