RSE "Kazaeronavigatsiya" passed the maturity test of the safety management system within the CANSO standards

International organization of air navigation service providers – CANSO, a full member of which the RSE "Kazaeronavigatsiya" is since 2007, developed and published the CANSO standard in the field of safety management systems (SoE in SMS). This standard was based on the experience of providers in the European region-members of CANSO and provided a basis for continuous improvement of safety management and control for air navigation service providers (ANSP).
During the meeting of the General Director of RSE "Kazaeronavigatsiya" and the management of CANSO in 2016, an agreement was reached to conduct an audit of the enterprise's safety management system.
From 4 to 7 July 2017, the CANSO representative conducted a maturity audit of the safety management system (SMS) of the kazaeronavigatsiya RSE within the framework of the CANSO SoE standard (Standard of Excellence in SMS). We checked the safety Culture and 5 core components, including the 16 elements of a control system of safety of the enterprise:
Safety culture;
Security policy and objectives:
- safety policy;
- allocation of responsibility;
- compliance with international obligations;
- coordination of the contingency plan;
- maintenance of SMS documentation;
Risk management;
Achievements in the field of safety
- security interfaces;
- consideration of safety criteria in the development and design processes;
- risks associated with fatigue;
Flight safety
- safety indicators and their measurement;
- change control;
- continuous improvement of the functioning of the SMS;
- OSAS;
- conducting safety audits;
Increasing the level of security
- interaction within SMS;
- training and education of personnel.
The audit showed that the safety management system of the kazaeronavigatsiya RSE meets the requirements of ICAO Annex 19 to service providers by achieving a "managed" level of maturity in the relevant areas of the standard (SoE in SMS). Despite the fact that the implementation of the safety management system was launched by the company less than 3 years ago, the demonstrated level of completeness and reliability of the system is a significant achievement of the enterprise. A true commitment to the principles of safety management system is realized through continuous improvement of SMS, training of personnel, as well as cooperation with other air navigation service providers (ANSP).
This standard is also a planning tool that allows the management of the enterprise to give priority to the implementation of fundamental elements that provide immediate safety benefits when planning the implementation of more complex elements of the safety management system at a later stage of its development.
