ICAO Secretary General's visit to Kazakhstan

On August 2, 2017, the Secretary General of ICAO (international civil aviation organization) Dr. Fang Liu arrived in Kazakhstan with the official visit. This visit was the result of joint efforts of the civil aviation Committee of the REPUBLIC of Kazakhstan and the Embassy of Kazakhstan in Canada and was held within the International specialized exhibition Astana EXPO-2017.

On August 3, Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev held a meeting with the Secretary General of ICAO. The meeting discussed the development of airport infrastructure and improving the level of safety. Special attention was paid to the implementation of the initiatives reflected in the national Plan "100 concrete steps".

There were also bilateral meetings of Dr. Fang Liu with Vice Minister for investment and development of Kazakhstan Sklar R. V. and Vice Minister of foreign Affairs of Kazakhstan Ashikbayev E. N. The parties paid special attention to the global connectivity of air transport, noted the role of ICAO in facilitating coordination, building aviation capacity of the member States of the organization and effective implementation of its standards.

In his speech at a meeting with representatives of the civil aviation industry of our country, the Secretary General of ICAO noted the high level of aviation security in Kazakhstan. The issues of flight safety, combating terrorism in the field of civil aviation (implementation of UN resolution 2309), as well as ICAO policies and practices in the field of environmental protection (aircraft noise and local air quality, climate change, the global system of market measures, etc.) were considered.

"In March, the first CO2 emission standards for aircraft were adopted. We are also increasing the use of alternative fuels. These and other innovations will be discussed in October at a conference in Mexico city. ICAO countries, including Kazakhstan, should actively participate in the discussion of these measures. We have very little time to accept them," said the Secretary General of ICAO.

In addition, the meeting highlighted the main priorities of ICAO's activities at the present stage. 

Kazakhstan's cooperation with ICAO is currently developing effectively: in September 2014, the first official visit of the previous Secretary General Benjamin to Astana took place. ICAO regularly conducts audits and validation missions on the safety and security of all member countries. In Kazakhstan, the last comprehensive ICAO safety and security audits were conducted in 2009. According to the results of validation missions on safety conducted in 2014 and 2016, the level of implementation of ICAO standards in our country has increased to 74%. In addition, in November of the current year it is expected to conduct a comprehensive audit on aviation safety.

The visit of ICAO Secretary General Fang Liu to Kazakhstan demonstrates the high level of the organization's attention to our country. Representatives of the civil aviation industry of Kazakhstan expressed confidence that the meeting will give a positive impetus to further cooperation.
