   In the Professional training center of the Republican State Enterprise "Kazaeronavigatsia" successfully completed training upon program the Ab-initio training course for Air Traffic Controllers on the qualification system of personnel training using the English language

From November 15, 2017 till January 25, 2019, the Professional training center of the Republican State Enterprise "Kazaeronavigatsia" was trained by the 20th group of students in the amount of 10 people on the newly developed Program "Ab-initio training course for Air Traffic Controllers" in accordance with international standards of ICAO in the field of aviation training.

The program is based on the qualification system of training and aviation personnel assessment with the use of systematic approach, and based on the revealed qualification requirements for specialists.

The training was conducted by instructors of the Professional training center, as well as production specialists from the ATS, CNS/ATM and meteorological services of the Enterprise in Russian and English. Training in English was introduced into the training program for the first time, this is one of the tasks set by the company's management to the Professional training center. The gradual introduction of the practice of teaching ATS specialists in English will allow students to meet the requirements for proficiency in the English language, that necessary for their professional activities, by these activities the Professional training center will attract new English-speaking students in the future.

Throughout the course, students mastered 12 modules on Basic training and 12 modules of training on qualification marks, the training was conducted using various training methods - lectures, training practices using computer programs, flying practice on the board the aircraft. The main method of training in this program is a simulator training aimed for the execution of the basic production functions and tasks of specialists.

The implementation of the program was constantly monitored by specialists of the Professional training center to ensure the level of compliance with the established requirements, curriculum, program and timely response to the identified shortcomings of the program. According to the results of monitoring, the program was successfully tested, the program was approved by the Civil Aviation Committee of the Republic of Kazakhstan.

All students successfully mastered the curriculum and reached the maximum final marks for the course, which will allow them to work independently and safely.

It is planned to train 5 more groups of students of ab-initio training in 2019-2021, as well as a step-by-step transition to the qualification system of training and assessment of ATS and CNS/ATM personnel, which means that all stages of preparation - the initial training, retraining and maintenance of professional level will be fully implemented based on a qualifying approach.

This systematic approach will allow to Professional training center to identify training gaps and develop training curricula to eliminate identified gaps, as well as apply an individual approach to students - the specific needs of the qualification requirements for each student.

For the Enterprise, a qualification training system will allow to conduct on-going assessment of the performance of operating personnel, to develop and implement effective recruitment and selection tools, with a clear definition of what qualifications are required to perform the work.
