Foreign airlines received the right to operate flights to major cities of Kazakhstan without restrictions. The Ministry of Transport together with the Agency for the Protection and Development of Competition, improved the “open skies” regime in order to increase the attractiveness of the Kazakh air transportation market. An amendment has been made to the order of the Ministry of Transport of the Republic of Kazakhstan on the introduction of the “open skies” regime, which removes the previously existing restriction in terms of granting foreign airlines the right to use the 5th degree of “freedom of air” only in those areas where Kazakh carriers do not operate. Thus, foreign airlines received the right to operate flights to a number of airports in Kazakhstan without restrictions on frequencies and types of aircraft, including with the 5th degree of “freedom of air” without restrictions on routes. This step aimed at developing competition in the industry, will in the future contribute to reducing the cost of air tickets, improving service and expanding the geography of flights. For reference: The “open skies” regime in Kazakhstan operates at the airports of Astana, Almaty, Aktau, Aktobe, Karaganda, Kokshetau, Pavlodar, Petropavlovsk, Semey, Taraz, Turkestan, Ust-Kamenogorsk and Shymkent.
