On the adoption of the Development Plan of the Air Navigation System of the Republic of Kazakhstan for 2017-2019

On January 26, 2017 Mr. Azat Bekturov, the Director General of “Kazaeronavigatsia” RSE approved a Development Plan of the Air Navigation System of the Republic of Kazakhstan for 2017-2019 (the Development Plan of ANS of the Republic of Kazakhstan) agreed with Mr. B. K. Seidakhmetov, the Chairman of the Civil Aviation Committee of the Ministry of Investments and Development of the Republic of Kazakhstan.
The three-year Development Plan of the ANS of the Republic of Kazakhstan, in accordance with the purposes determined by the Development Program until 2025, provides the improvement of the Airspace Concept, which will be implemented through the implementation of performance-based navigation (PBN) and the relevant the GANP ASBU modules, as well as other organizational and technical activities.
Instruments for the implementation of the Airspace Concept are communication, navigation, and surveillance systems (in the interests of air traffic management), as well as ATM procedures.
During the implementation of the Concept, first of all, the needs of the airspace users and the operational capabilities of the aircraft fleet will be taken into account.
The key project of this Development Plan is the concept of performance-based navigation (PBN), the implementation of which will mark a new stage in the development of the country’s air navigation system in accordance with the trends in the world aviation development.
The PBN implementation will provide:
decrease the need in maintenance of routes and procedures based on “traditional navigation”, as well as the associated costs.
exception the need to develop and implement new procedures and routes based on “traditional navigation” with the advent of new ground-based navigation aids, which leads to high costs. Expansion the use of satellite navigation facilitates the further adjustment of various types of RNAV and RNP systems on different types of aircraft.
increase the efficiency of airspace use: route organization, fuel efficiency, noise reduction, reduction of hazardous emissions into the atmosphere, etc.
In addition, the PBN will allow:
- Increase the efficiency of flights by reducing the length of the route and approach trajectory by 10%;
- Increase flight safety by increasing the navigation accuracy;
- Improvement of the arrival trajectories at airports;
- Load decrease ATC and flight personnel;
- Reduction of CO2 emissions annually by 2%.
