Black aviation list may be introduced in Kazakhstan

Kazakh airlines may introduce a black list of passengers, BaigeNews.kz writes with reference to the Civil Aviation Committee. The provision is introduced by the law “On the use of the airspace of the Republic of Kazakhstan and aviation activities” signed by the President at the end of 2022.
The amendment contains a provision, whereby a passenger can be included in the black register for one year in case of an offense on board, if a court decision will come into force related to an administrative penalty or an appropriate conviction for committing this offense. The Committee noted that the principle of Just Culture is being introduced in civil aviation industry, which provides a mechanism for protecting the labor rights of aviation personnel who timely report through the reporting data system on aviation accidents and incidents. The provision also contains responsibility of the first head of the civil aviation organization for ensuring flight safety and certification of aerodromes of a certain category, while previously this requirement was applied to all categories of aerodromes.
In addition, airlines are obliged to inform passengers in a timely manner by mobile number and e-mail about changes in flight status, reasons for changes, new departure time, new route, and the list of services provided by airlines in connection with delays. The new law also refers to flight safety, land-use and building facilities on the aerodrome area. Regional airports facing financial difficulties and unable to meet their own operating costs will receive subsidies.
