The European Commission positively assessed the level of flight safety in Kazakhstan

On October 20, 2022, a Kazakh delegation led by the Chairman of the Civil Aviation Committee Talgat Lastayev, with the participation of the Director General of the Aviation Administration of Kazakhstan JSC (hereinafter - AAC) Catalin Radu and AAK representatives, met with the European Commission, the European Aviation Safety Agency (EASA), and representatives of European Union member states in Brussels (Belgium). The European delegation was led by Peter Sorensen, Deputy Head of the European Commission's Flight Safety Department. The Kazakh side provided information during the meeting regarding the steps taken and planned corrective actions being executed to raise the country's level of flight safety in the areas of flight operation, airworthiness, licensing of aviation employees, and standardization of AAK procedures. Among other things, the projected revisions to the Republic of Kazakhstan's current legislation addressing the implementation of a new strategy for AAK funding and more systematic transformation by the country's civil aviation industry to the European model of regulation were presented. The actions taken by the Republic of Kazakhstan's aviation authority regarding the put into effect measures were well received by the European side.
The head of the European Commission delegation praised and supported the European model of civil aviation regulation that Kazakhstan has been using since 2019, noting that it is one of the most advanced and effective approaches in the world, fully complying with European flight safety standards. It was also stated that there is a need for the effective implementation of a new financing mechanism and the provision of AAK resources in order to fulfill obligations for the operation of a sustainable aviation regulator in Kazakhstan and to ensure flight safety in the country.
Furthermore, the European Commission praised the progress made in the areas of airworthiness, flight operations, air personnel licensing, flight safety management, standardization of AAK processes, and the organization's updated structure, and called for more work in this area. The European Union has stated its willingness to provide comprehensive assistance in these matters.
Based on the progress presented by Kazakhstan's aviation authorities, representatives of the European Commission confirmed that Kazakh airlines are no longer threatened with inclusion on the European Commission's flight safety list ("black list") or any restrictions on flights to Europe.
