The draft law on the ratification of the Agreement between the Government of the Republic of Kazakhstan and the US government regarding the air traffic was presented by the Minister of Industry and Infrastructure Development Beibut Atamkulov for submission to the Majilis of the Republic of Kazakhstan.
The Agreement on air traffic between the Government of the Republic of Kazakhstan and the Government of the United States (hereinafter referred to as the Agreement) was signed on December 30, 2019, pursuant to the order of Elbasy, the President of the Republic of Kazakhstan in order to implement the 73rd step of the National Plan - 100 concrete actions and the protocol of the Security Council of the Republic of Kazakhstan.
The main purpose of the Agreement is to provide a legal foundation for opening direct flights between the Republic of Kazakhstan and the United States. The uniqueness of this Agreement lies in the fact that the parties can operate flights without restrictions, destinations and frequencies, including with the 5th degree of air freedom for passenger traffic and with the 7th degree of air freedom for cargo flights.
Domestic airlines Air Astana and SCAT intend to operate flights to the United States. At the same time, flights will be operated by long-range aircraft B-787 Dreamliner, the purchase of which was postponed by 2025 due to the pandemic. In this regard, the opening of flights to the United States is planned by 2025.
Moreover, in accordance with requirements of the American side, Kazakhstan airlines, airports and aviation authorities must be certified by the US Federal Aviation Administration (hereinafter - FAA). Currently, our authorities have also been cooperating with the US aviation authorities. After the ratification of the Agreement, Aviation Administration of Kazakhstan will continue to promote this project. Typically, certification program takes about 2-3 years.
