Kazakhstan airlines will be able to blacklist passengers only by a court decision. The relevant proposals are contained in the draft law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Transport Issues," Kursiv.kz writes.

In particular, the law is supplemented by a new article 78-1 "Register of persons whose air carriage is restricted". According to the law, airlines must only blacklist violators by a court order. The decision to blacklist a passenger is made by the Head or Acting Head of the airline, based on the administrative penalty or a court order. The passenger can appeal against his blacklisting in court. At the same time, the carrier will be obliged to exclude the passenger from the black list after one year from the effective date of the order or the court verdict. In case of cancellation of orders and court decisions before the expiration of these deadlines, the airline will be obliged to exclude the passenger from the black list no later than 30 days after the relevant decision.

In addition, the air carrier will not be able to refuse transportation to a blacklisted passenger if he is deported from Kazakhstan, as well as he is sent for treatment, funeral or accompanying a disabled person. The airline will have to notify the passenger in writing or electronically for including him in the black list. In this case, the passenger is fully reimbursed the cost of the purchased air ticket.
