The Vice Minister of Industry and Infrastructure Development Berik Kamaliyev has presented some amendments to transport legislation. The document includes a number of changes, such as the certification drone procedure, requirements for their remote identification and zone definition. In addition, the draft law provides for the personal responsibility of the first head in the field of civil aviation in carrying out assigned responsibilities, as well as the responsibility of aviation inspectors in performing their official duties. Taking into consideration the international experience, the draft law provides for the “Just Culture” introduction, based on the main principle related to intentional violations or negligent behavior in the civil aviation industry.
Moreover, the draft law provides for amendments to the Land Code to bring it in line with ICAO standards for obtaining permission to operate on the aerodrome territory. The construction of fur farms, slaughterhouses and other facilities, agricultural activities is possible only within a radius of 15 km from the aerodrome point and if such activities do not create conditions for a mass gathering of birds and threats to flight safety.
