Aviation Medical Center of «Kazaeronavigatsia» RSE
The unique Medical Kazakhstan Center is equipped with an innovative approach and medical devices in accordance with international standards. In addition to expert activities, the Aviation Medical Center provides medical, diagnostic and rehabilitation services to civil aviation staff, thereby providing the intensive observation during medical evidence.
The Aviation Medical Center entered the RSE "Kazaeronavigatsia" on September 18, 2013 in accordance with the Government Decision of the Republic of Kazakhstan No. 736 dated 23.07.2013 "On the reorganization of some republican state enterprises of the Civil Aviation Committee of the Ministry for Transport and Communications of the Republic of Kazakhstan".
According to the Charter, the Aviation Medical Center carries out the following activities:
1. aviation medical activity, certification of civil aviation staff;
2. out-patient treatment;
3. advisory and diagnostic activity;
4. rehabilitation and medical treatment;
5. sanitary and hygienic activities;
6. expert assessment of temporary incapacity and professional suitability;
7. mandatory medical, pre-flight, pre-shift and post-shift examinations;
8. educational and methodological activities in the field of aviation medicine.
All activities are governed by regulatory legal acts, are closely interconnected and are aimed at achieving the Enterprise's goal, namely: meeting the medical needs of the civil aviation industry of the Republic of Kazakhstan.
Medical support is carried out by providing the medical evidence with the issuance of a medical certificate by the Aviation Medical Center specialists - aviation medical experts:
- Medical evidence is a physical examination, aimed at establishing or confirming a person's disease, involving the medical condition, temporary disability, professional and other suitability.
- Medical certificate is a document of the specified sample, based on positive results of a medical evidence, confirming the applicant's compliance with the medical requirements and providing permission to professional activity.
- Aviation medical expert is an individual having an aviation medical certificate and who is involved in ensuring the flight safety by conducting a medical evidence.
- Aviation Medical Center is a legal entity (or a structural unit of a legal entity) implementing the medical evidence in the field of civil aviation.
The Aviation Medical Center operates on the basis of medical license No. 19010178 dated May 3, 2019 and a certificate No. 1 dated November 23, 2020 for aviation medical activities issued by Aviation Administration of Kazakhstan JSC. The license is unlimited and is valid on the territory of the Republic of Kazakhstan until November 23, 2023.
Currently, Center has one of the new powerful German digital X-ray diagnostic equipment by Siemens that enables to make high-quality images with coverage up to 190 cm with less radiation exposure by reducing the time to 5 seconds. The Center has two Italian ultrasound "MyLab" scanners for implementing ultrasound of internal organs and equipped with an obstetric and vascular packages. The ophthalmological office is completely equipped with Japanese, South Korean and German production "Topcon", "Tomey", "Neitz", "Kawe" for providing the non-contact measurement of intraocular pressure, electronic perimetry, autorefractometry. Moreover, The Center is equipped with Japanese automatic biochemical and hematological blood analyzers "Sismex", as well as Japanese and South Korean electrocardiographs, devices for daily monitoring of blood pressure and ECG were purchased for implementing the functional studies.
Nowadays, the Aviation Medical Center has a medical equipment that enables to undertake research by ensuring the reliable results in the future.
Continuous learning, including abroad, international conferences, congresses, international communication with the leading aviation medical centers worldwide (Norway, Germany, Romania, Russia, Moldova, Belarus) enables the Center to have a medical qualified staff, taking the rightful place in general-health.
Pursuant to the Law of the Republic of Kazakhstan "On the use of airspace and aviation activities" were put into effect four decrees of the Minister for Investment and Development of the Republic of Kazakhstan on aviation medicine in accordance with the ICAO Standards and Recommended Practices with the assistance of Aviation Medical Center's team:
1. Order No. 324 dated June 5, 2017 "On approval of the Rules for medical evidence and examination in civil aviation of the Republic of Kazakhstan" was registered in the Public Legal Register of the Republic of Kazakhstan dated July 11, 2017 under No. 15325 and was published in the Electronic Standard Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan electronically on July 21, 2017
2. Order No. 329 dated June 6, 2017 "On approval of the Rules for the medical assistance to passengers in civil aviation" was registered in the Public Legal Register of the Republic of Kazakhstan dated July 11, 2017 under No. 15323 and was published in the Electronic Standard Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan electronically July 20, 2017.
3. Order No. 344 dated June 13, 2017 "On approval of the Rules for appointment of aviation medical experts" was registered in the Public Legal Register of the Republic of Kazakhstan dated August 8, 2017 under No. 15456 and was published in the Electronic Standard Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan electronically on August 15, 2017.
4. Order No. 358 dated June 16, 2017 "On approval of the Rules for certification and issuance of a medical center's certificate, as well as certification requirements for aviation medical centers" was registered in the Public Legal Register of the Republic of Kazakhstan dated August 8, 2017 under No. 15457 and was published in the Electronic Standard Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan electronically on August 15, 2017.
In September 2017, these decrees were put into effect and thereby leading to reordering of medical evidence in the Republic of Kazakhstan and the Center's headcount accordingly.
In October-November 2017, the Civil Aviation Committee of the Republic of Kazakhstan carried out certification activities at the RSE "Kazaeronavigatsia". Thus, the Center has obtained the status of the Aviation Medical Center (AMC), doctors confirmed their knowledge and skills, as well as were issued certificates to three aviation medical experts (AME) according to the Enterprise's headcount.
Based on the results, the Aviation Medical Center (AMC) began its activities in accordance with the new requirements of regulatory legal acts from November 28, 2017, i.e. the medical examination was canceled and the Institute of aviation medical experts has been introduced, providing a medical evidence of aviation staff by issuing one medical certificate and only by one person.
These measures led to a significant medical change in the civil aviation of the Republic of Kazakhstan in accordance with step 68 of the Nation's Plan to implement five institutional reforms announced by the President of the Republic of Kazakhstan and aimed at approaching the British civil aviation model, i.e. the AME institute introduction and refusal from commission expertise.
The Aviation Medical Center continues working, in keeping with good traditions and doing its medical duty and working to provide the flight safety.
As a result, the RSE "Kazaeronavigatsia" is implementing the most important priority - the flight safety related to the medical condition and professional longevity of the civil aviation staff of the Republic of Kazakhstan.
