GEN 1.4  ENTRY, TRANSIT AND DEPARTURE OF CARGO

1.   CUSTOMS REQUIREMENTS, CONCERNING CARGO AND OTHER ARTICLES

Aircraft crossing the state border of the Republic of Kazakhstan are subject to customs control.
Cargo, international mail, baggage, hand luggage, currency and valuables of passengers and crew members transported across the state border of the Republic of Kazakhstan are subject to customs control.
Unloading and/or loading cargo, baggage and international mail from/into an aircraft in international airports of the Republic of Kazakhstan shall be carried out with permission of a customs authority.
During customs inspection the pilot-in-command is required to:
  1. present to a representative of a customs office a general declaration, a cargo manifest with attached consignment note and related bill, specifications and invoices, as well as postal invoices and other documents for goods being transported;
  2. indicate and open all aircraft compartments for inspection.
Transportation of dangerous goods by air must be carried out in compliance with the Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO Doc 9284 AN/905). For the transportation of dangerous goods prohibited on passenger and / or cargo aircraft, it is required to have an exemption from the Technical instructions for the safe transport of dangerous goods by air (Doc 9284) issued by the JSC «Aviation administration of Kazakhstan» in accordance with paragraph 3.4 of section GEN 1.2.
Foreign aircraft flying in the airspace of the Republic of Kazakhstan are prohibited from carrying the following articles:
  1. military supplies or military equipment;
  2. explosives, toxic agents, radioactive materials, narcotic drugs as well as contraband articles;
  3. diseased animals or suspected of infectious disease, as well products of a raw material of animal origin and forage that might be infected with infectious diseases;
  4. quarantined materials, soil and living plants with soil from the areas of countries in which the presence of quarantine pests and diseases is established, and also if the products listed are contaminated with quarantine pests and diseases.

2.   AGRICULTURAL QUARANTINE REQUIREMENTS

Import to the Republic of Kazakhstan of animals, as well as products and raw materials of animal origin, forage and articles that can carry agents of infection is allowed with the permission of the Veterinary Department of the Ministry of Agriculture of the Republic of Kazakhstan only from countries that are safe against especially dangerous infectious diseases. Animals should be subjected to quarantine and veterinary treatments in the territory of the exporting country.
Import to the Republic of Kazakhstan of animals, products and raw materials of animal origin, as well as forage, shall be carried out only through the established control veterinary points of the Ministry of Agriculture of the Republic of Kazakhstan, and in the presence of veterinary certificates issued by veterinarians in a public service of an exporting country.
Certificates must confirm the welfare of animals, birds, animal raw materials, raw animal products and their origin. In addition, the veterinary certificate should specify the methods and dates of research, veterinary treatment of animals, animal raw materials and the results obtained.
Animals passing through a veterinary control point are subject to thorough clinical examination, temperature measurement, veterinary treatments, and in special cases, quarantine for the specified period.
Animal of raw materials, raw animal products and forage are checked for compliance with the rules of import, transportation and packaging of cargo, as well as the presence of stamps (mark of veterinary supervision).
Susceptible to disease animals and their slaughter products from countries where the following diseases are registered or has been registered during the last 12 months are prohibited to import to the Republic of Kazakhstan and carry out transit through the territory of the Republic of Kazakhstan: FMD types CAT-1-2-3, Asia-1 and other exotic types, African swine fever, African horse sickness, rinderpest, classical bird plague.
If the veterinary and sanitary requirements for importation have been met and the animals, fowl, animal raw material and/or animal raw products and/or forage have been found free from infection, a veterinary control point shall issue, in exchange for a veterinary certificate, a license to carry on the aforesaid to the place of destination in the Republic of Kazakhstan.
If veterinary and sanitary requirements for import into the Republic of Kazakhstan of animals, products and raw materials of animal origin and forage are not met or if infectious diseases among animals are detected or if infectious diseases are found among the products and raw materials of animal origin and forage, such goods may be detained in a control veterinary point and sent back to suppliers or to be destroyed.
The following materials imported into the Republic of Kazakhstan both for domestic consumption and for being carried in transit through the territory of Kazakhstan shall be subjected to quarantine examination:
  1. seeds of crops and wild plants;
  2. living plants and their parts (seedlings, cuttings, tubers, etc.);
  3. bread and fodder grain, fresh fruits, cotton fibre and other fibre crops as well as raw tobacco and fresh spices;
  4. all live cultures of fungi, bacteria and viruses, as well as every kind of live entomological objects;
  5. all kind of collections of insects, medicinal plants and seeds as well as herbaria;
  6. unbarred wood;
  7. bedding and/or forage accompanying imported animals;
  8. parcels, cabin baggage and baggage of passengers and rations of the crew, containing plant ingredients.
Admission of plant products from foreign countries to the territory of the Republic of Kazakhstan is allowed only if there are:
  1. an import quarantine permit issued by a quarantine inspection of the Ministry of Agriculture of the Republic of Kazakhstan;
  2. certificate issued by an appropriate agricultural authorities of an exporting country, certifying that the quarantine pests, diseases and weeds of the exported plant products are not infected as specified in GEN 1.4.2.
The procedure and requirements for inspecting plant cargo at airports are determined by the Rules approved by the inspection of the Ministry of Agriculture of the Republic of Kazakhstan.
If quarantine pests and diseases are found in vegetative cargo imported to the Republic of Kazakhstan, this cargo are subject, upon agreement with the owners, to disinfection, destruction or return to the country of export.
The aircraft on which these goods were delivered shall be disinfected in accordance with the established procedure.
Inspectors of plant quarantine points has the right to select samples for examination of the quarantine condition of a cargo being carried.
