The Republican State Self-Sustaining Enterprise “Kazaeronavigatsia” of Ministry of Investments and Development of the Republic of Kazakhstan (hereinafter – “Kazaeronavigatsia” RSE) is the air navigation service provider in the Republic of Kazakhstan (hereinafter - RK). The Enterprise was established by the Government Resolution of the Republic of Kazakhstan dated July 23, 2013 № 736 “On reorganization of some republican state enterprises of the Civil Aviation Committee of Ministry of Transport and Communications of the Republic of Kazakhstan” by merging the Republican State Self-SustainingEnterprise on air traffic control, technical operation of ground-based radio-technical support of flights and telecommunication “Kazaeronavigatsia” RSE of Civil Aviation Committee of the Ministry of Transport and Communications of the Republic of Kazakhstan and the Republican State Enterprise Self-Sustaining “Flight Safety Centre” of Civil Aviation Committee of the Ministry of transport and communications of the Republic of Kazakhstan”.
The purpose is to ensure the needs of airspace users of the RK in air navigation services and meet the needs of the civil aviation industry in aviation personnel training and medical support.
The main activities of the Enterprise are:
1. Organization and air traffic services (hereinafter - the ATM) in the airspace of the RK;
2. Ensuring flight safety in the airspace of the Republic of Kazakhstan;
3. Operation of radio-technical support facilities of flight and communication;
4. Provision of aeronautical information to airspace users of the RK.
Development of infrastructure
Currently the surveillance system in Kazakhstan includes 50 radar complexes for different purposes. Beginning from 2007, the works on replacing and installing new radar complexes. These complexes include primary radar, secondary radar of Mode S and ADS-B stations.
In the period 2013 - 2014 the combined radar complexes “PSR / MSSR / ADS-B” of NRPL production (Finland) was put into operation in Taraz and Pavlodar. The upgrading was conducted on imbedding the secondary channel and ADS-B channel in the previously set primary radar complexes in the cities of Uralsk, Aktau, Kostanay, Semey, Zhezkazgan and Kyzylorda. Also in the city of Balkhash the embedding of the primary channel was conducted in the previously set secondary radar complexes.
In the period 2013 - 2014 the works on the planned replacement of direction finders of ARP-75 to ARP- 95 were carried out in the cities of Uralsk, Shymkent, Zhezkazgan, and Pavlodar.
The works are in the progress to expand the field of beacon DVOR / DME. The works on adjustment of beacons were completed in Ust-Kamenogorsk, Ayagoz, Aktobe and Taraz. In 2016, the radar complex was commissioned, the beacon DVOR / DME was adjusted in Zharkent.
ADS-B stations were adjusted in the cities of Taldykorgan, Ust-Kamenogorsk, Ayagoz, Shymkent, Karaganda, Atyrau, Arkalyk, Aralsk.
The work is in progress on implementation of OLDI electronic dialogue with all neighboring control centers.Today OLDI electronic dialogue is implemented in 3 Centers of automated ATC system.
The implementation of the digital operational format of the “land-land” exchange and automatic interaction procedures allow reduce time information transfer and quickly make decisions between ATC subdivisions, airports, military and civil subdivisions.
The software of meteorological servers of Regional ATS centers of Astana, Aktobe, Almaty was updated, they are united in a common network.
It was prepared the draft of the Reserve air traffic control system of the Republic of Kazakhstan and the modernization of ATN network in the western region.
The works on replacement of outdated telecommunications equipment that provides communication channel between the airport and the city (“last mile”) in 12 subsidiaries of the Enterprise.
VHF radio communication sets, AFTN, AFRS were established, in a total in 11 cities.
ANS Software ARM of current flight planning systems and billing “Monitor-Plan” was upgraded.
Development Programme of “Kazaeronavigatsia” RSE until 2025
On December 3, 2016 a long-term Development Programme of the Enterprise until 2025 was approved by the order of Chairman of Civil Aviation Committee.
The document defines the direction, goals and objectives of the Enterprise in accordance with the national interests and the recommendations of international organizations in the field of civil aviation.
The main measures were identified necessary to ensure:
- compliance with national and international requirements of the Enterprise,
- flight safety in ATM;
- qualitative air navigation service of airspace users of the Republic of Kazakhstan.
The implementation of measures, under the program, will allow Enterprise in the future to become the most efficient provider of air navigation services in the Eurasian region, will lead to an increase in the attractiveness of airspace of the Republic of Kazakhstan for new users, which consequently ensure an increase of volumes of served air traffic.
